Speaking at the launch of his forthcoming 2016 general election campaign last Friday night, Michael Lowry T.D. spoke extensively on the need to progress rural Ireland forward to reflect the recovery being experienced in more easterly urban areas.
The event launched by Eoin Kelly, was without doubt one of the most successful political campaigns ever witnessed in County Tipperary. The event, which took place in the Anner Hotel, Thurles saw the venue swamped to capacity, with supporters travelling dangerous icy roads, from north and south of the County. Two large television screens were conveniently placed in the hotels foyer and main bar area. Both assets allowed for late comers, many who were unable to enter the main ballroom area, to watch proceeding live.
Deputy Lowry’s previous efforts in the retention of South Tipperary General Hospital and his recent prominence in the need to retain the Rural Practice Allowance Scheme for GP’s had not gone unnoticed. Support for his efforts saw people travel from Clonmel, Ballylooby, Bansha, Cahir, Ballyporreen, Carrick-on- Suir, and Cashel. His work rate was acknowledged also by his constituent members who flocked from the towns and villages of Upperchurch, Kilcommon, Nenagh, Silvermines, Roscrea and Templemore, to name but a few.
A number of guest speakers addressed over 600 supporters, discussing issues of current importance in relating to communities throughout the County. The topics discussed related to Education, Crime, Agriculture, Food Production, Sport, Special Education, Health, Youth Affairs and the Elderly. From the floor of the venue came discussions from varying sports personnel, members of the farming communities and small businesses pledging their thanks and support.
At the event, Deputy Lowry praised the magnificent efforts of numerous voluntary bodies throughout the county. He acknowledged the many excellent resources available today in the villages and towns of the county, but stated that rural Tipperary now felt neglected by the present decision makers.

On Monday, 21st December 2015, five bands will compete in the Tipperary Battle of the Bands in Hayes Hotel, Thurles, Co. Tipperary.
Haven, Minus One, Small Fish, Strings and Things and The Drive, will be battling it out for the winning prize of a 3-day professional recording opportunity and support slot performance in The Academy, Dublin. Our MC for the night’s event is the well-known model, DJ and TV3 Xposé presenter Michelle Doherty.
The Tipperary Battle of the Bands will be held in the ICON nightclub and the first band will take to the stage at 9pm, with drink promotions and music ‘til late. People attending the competition have the opportunity to win a variety of concert tickets as well as supporting their favourite bands by voting for them on the night. Cost at the door will be €10.
This will be the ultimate night of live music over the Christmas Season.

On Monday, 21st December 2015, the ultimate Tipperary Battle of the Bands will commence in
Hayes Hotel, Thurles Co. Tipperary.
Being 25 years since Ireland’s ground-breaking music festival ‘The Trip to Tipp’, Michael Lowry T.D. has once again joined forces to launch the ultimate Tipperary Battle of the Band competition . Aimed at supporting and promoting local talent, this initiative will be the biggest Battle of the Bands contest in the county to showcase up-and-coming Tipperary talent.
The winning band will receive a 3-day professional recording opportunity, a support slot performance in The Academy and runner-up prizes will include valuable instrument vouchers. People attending the competition have the opportunity to win a huge selection of concert tickets as well as supporting their favourite band by voting for them on the night.

As part of entry requirements, all members of the band must be aged 18 or over. At least 2 members of each band must be from County Tipperary and the band must submit a performance of 1 original song and 1 cover song. Entries will be narrowed down by an independent judging panel of music experts.

Deputy Michael Lowry welcome the inclusion of 3 Tipperary Communities in the Eir FibrePower Competition which will see one community in rural Ireland receive high speed broadband infrastructure provided by Eir Wholesale.
Recently I called on Communities within Tipperary to enter the Eir FibrePower competition and let Eir build a high speed Fibre to the Home (FTTH) broadband network within your community at no cost to you or your community. I am delighted to see 3 Tipperary Communities have entered.

The people of Tipperary and the Staff of South Tipperary General Hospital deserve clarity into the governance and future of Maternity services at the Clonmel Hospital.
Statement
Deputy Michael Lowry has called for clarity on the external review completed by Mr. David Flory into the governance of Maternity Department services at South Tipperary General Hospital (STGH) Clonmel, Co Tipperary.
Deputy Michael Lowry said; this report is disturbing in the context of the long-term future of maternity services at South Tipperary General Hospital.
Deputy Lowry stated; South Tipperary General Hospital provides a vital service to the People of Tipperary. In 2014 there were 1,102 births registered in the hospital. The people of Tipperary and the Staff of South Tipperary General Hospital deserve clarity into the governance and future of Maternity services at the Hospital.
Deputy Lowry Concluded; I hereby Call on the Minister for Health to clarify the Government’s attitude to this report and give reassurance that there will be no reduction in the level of quality or services which are currently provided by South Tipperary General Hospital.

Eir are looking for Tipperary Communities to enter the FibrePower Competition. The competition winners will be have Eir build a high speed Fibre to the Home (FTTH) broadband network within your community at no cost to you or your community. There can only be one winner, and with an investment of approximately €250,000 this is truly a prize the whole community can get behind. All entries must be in by the 29th September 2015.

Irish Water to alert homeowners in Tipperary regarding lead pipes.
Irish Water to Issue Letters and Information Pack to Tipperary Homes where they suspect the usage of Lead Piping :
Lead was used in the plumbing of houses and buildings built up to and including the 1970s. Since then, the presence of lead in drinking water has been recognised as a health concern and the acceptable limit has been reduced a number of times. In December 2013 the limit dropped again. International research has shown that two out of three houses with lead pipes are now likely to exceed the new limit.
Irish Water has now begun a customer awareness campaign in Tipperary, in consultation with the HSE and the EPA, on lead pipes and how lead can be picked up by the drinking water as it passes through these pipes. As part of this, Irish Water is now matching the meter locations with its customer details and is writing to any property where the metering programme noted that there may be a lead pipe connection. This makes it more likely that the internal plumbing and pipes in this property are made of lead.
These communications are issuing to houses throughout Tipperary, and will consist of a covering letter, an Lead Pipes Customer Information, and a copy of the HSE Lead in Drinking Water FAQs 2015.

Michael Lowry T.D. has expressed his concern and support for the Dairy Farmers of Tipperary.
Deputy Michael Lowry has urged the Government and Minister Simon Coveney to take action with the on-going crises within the Dairy Industry which has resulted in the continuing dramatic decline of Milk Prices.
Deputy Lowry was speaking in response to research compiled by the Irish Creamery Milk Suppliers Association (ICMSA)
“The recent Research conducted by economics professor Alan Mathews of Trinity College Dublin (TCD) has shown Tipperary will see a fall of probably €111m through direct reduction in milk price and the multiplier effect that sees that milk price spent in local communities. The research has shown that milk prices per litre has fallen from 38.4 cent per litre to a low of 28 cent per litre in some parts of the country.
From speaking to Dairy Farmers across Tipperary it is evident they are under severe financial pressure due to these falling prices. We must not forget Co-op’s such as Arrabawn, Drombane, Centenary/Thurles, Tipperary, Mullinahone, Glanbia and Dairygold. These Co-op’s are providing massive employment within the county and are currently making great efforts to support Milk prices from within their own resource. This is providing vital support for many Tipperary based farming families.
Increased production internationally particularly in New Zealand and the United States coupled with the European ban on Russia and China’s economic weakness have all had an negative impact on Irish Milk price. It is now time for Dublin and Brussels to introduce practical measures to ensure that thousands of farming families in Tipperary will come through this crisis”
Deputy Lowry Concluded:
“I have suggested in my representations to Deputy Coveney and the Government to introduce a 5-point Dairy Recovery Plan:
- Early approval and payment of all Farmer Schemes & Grants to Farming Families. This will provide much needed cash flow in the Farming community.
- I am calling on the Minister for Finance Deputy Michael Noonan to investigate the possibility to allow provisions for Dairy Farmers to defer their upcoming tax bill to the next tax year. The inclusion of this in Budget 2016 would allow time for milk prices to recover and in turn will help cash flow for the farming community.
- That the banking sector should be instructed to investigate the possibility of providing low interest rate bridging loans to Dairy Farmers Nationally.
- €70 million of European Superlevy fines have been imposed on the Irish Dairy Industry. I have called on Minister Coveney to work with other EU Agricultural Ministers and Farming Organisations to ensure that this €70 million is retained within the EU Agricultural Budget. An emergency meeting of EU Agriculture Ministers is scheduled for September 7th in Brussels.
- That the Department of Agriculture continue working with Co-op’s to develop tools to allow farmers hedge portions of their milk at fixed prices to protect them from the volatility of the market.
I truly believe these provisions will allow the Dairy Farming Community in Tipperary to recover and in turn secure the future of 1,000’s of Jobs in Dairy Farming Industry. I would also call on the EU Commission to raise the intervention floor price for dairy product. This in turn would give some confidence to the market as well as giving confidence to the producer”

Children under the age of 6 are entitled to free visits to a participating GP.
In addition to free GP visits, the GP visit card for children under 6 covers specific assessments at age 2 and 5 and care for children with asthma.
These assessments are preventive checks that include charting age, weight and height and taking appropriate follow-up action.
The asthma checks will assess your child’s asthma and review their medications, including ensuring that your child is using inhalers correctly. A written plan will be given to you to help you manage your child’s asthma. The initial check takes place when asthma is diagnosed in a child over 2 years of age, followed by another check in the following 3 months and then annually until the child reaches the age of 6.
How can I get this new service?
Medical Card Holders – If your child or children have a Medical Card or GP Visit Card they will automatically be registered for this new scheme.
Non-Medical Card Holders – If your child or children does not have a Medical Card or GP Visit Card you must register them for this new scheme.

Tipperary 2016 Community Grant Fund to commemorate the 1916 Rising.
Tipperary 1916 – 2016 Rising Commemoration Fund for Communities In Tipperary.
Tipperary County Council Heritage Office has announced a new grants scheme to encourage public participation in the commemorations of the 1916 Rising. Closing Date For Applications is August 18th 2015.
Guidelines and Criteria

Criteria for Funding:
This grant scheme is open to community and voluntary groups/organisations planning to organise a project/event to commemorate the 1916 Rising.
To be eligible for funding projects/events must:
- take place within or relate to the functional area of Tipperary County Council
- be organised by a community or voluntary group based in Tipperary
- be organised at community level and will either encourage or benefit participation in the commemoration of 1916
- be in keeping with at least one of the five themes of the National Plan for Ireland 2016
- be accessible to diverse audiences and participants and will be inclusive in theme and approach
- enhance the knowledge of the history of the 1916 Rising in a local area/community
- be designed on a realistic financial basis and provide good value for money
In addition the following details must also be supplied
- The anticipated target audience
- A breakdown of costs for undertaking the project
- Any additional supports and funding that may be required and have been secured
Items that are excluded from the fund include:
- Capital projects and infrastructural projects
- Spends on alcoholic beverages, food, fines, legal costs, penalty payments
- Wages
- The cost of items for resale are ineligible
Particulars of Funding:
- Grant amounts up to a maximum of €1000 will be allocated for the purpose of this scheme.
- It is anticipated that additional funds will be made available later this year/early 2016 and details will be announced when available.)
- It is hoped that a small number of county wide projects will be considered subject to resources and any group that has an interest or proposal for this type of project should register their interest by 18 August 2015.
Assessment process:
- All events and projects will be assessed on their own merit by an assessment panel
- Funding will be allocated based on the recommendations of this panel.
- Successful applicants will receive a letter of offer which will detail all conditions and requirements, this must be signed and returned by the date specified, failure to do so may result in funding being withdrawn and reallocated to another project.
- Due to resource constraints it may not be possible to allocate funding to all projects
- A list of successful projects will be published on the Tipperary County Council website.
